UK and European Extended Producer Responsibility laws

In its most recent update on the matter, the UK government has laid out plans to introduce packaging EPR legislation in full force by January 1, 2025. Changes to the draft regulations now include new recycling targets for 2025 to 2030 as well as new provisions pertaining to the implementation of a Deposit Return Scheme in the UK.

EPR demands that producers report the amount of packaging they place on the market to be charged producer fees and pay local authorities for managing packaging waste. The reporting period has already come into effect. Producers are required to report the amount of packaging they place on the market for the period January to December 2024. This reporting will then be used to charge those producer fees for the management of packaging waste for the period.

Packaging producers are required to report their data by May 31 and may face enforcement if they do not comply.

A notification of the draft UK packaging EPR has now been sent to the EU and World Trade Organisation. The Department for Environment, Food, and Rural Affairs (DEFRA) has said this now brings the UK closer to meeting its commitment to introduce the legislation in full force by 2025.

Products of Change’s Packaging Workstream has been established to enable POC Members navigate the onslaught of regulation changes currently facing the business landscape, starting with EPR.
